Canadian Immigration Minister Marco Mendicino participated in the Webinar Q & A session of the Canadian Bar Association's Immigration Law Section on the morning of May 5. He said that immigration is definitely the key to Canada ’s success and economic recovery, especially in the face of the challenges of the current COVID-19 pandemic. Canada will continue to rely on immigrants, and they will become economic drivers.

Mendicino observed that COVID-19 will not change Canada's long-term demographic trends. The ratio of Canadian workers to retirees is declining, which means that Canada will continue to need immigrants to drive economic growth. He also pointed out that this is not the first time Canada has faced such a huge challenge, but Canada continues to grow, thanks to immigration to some extent.

In addition, Mendicino said that the staff of IRCC are working remotely, which affects the ability to process immigration applications. Nevertheless, IRCC has set up some systems and tools to enable its employees to continue processing applications.

The Government of Manitoba officially announced a state of emergency order for Manitoba on March 20, until May 1, and all schools will be closed until the beginning of May, until further announcement. Indoor and outdoor gatherings of 50 people or more are prohibited. In view of the fact that the Government of Manitoba has increased its efforts to control the epidemic, we suggest that applicants should not come to Manitoba for an inspection in a short period of time, otherwise the inspection cannot be completed.

In addition, the Government of Manitoba released statistics on the number of entrepreneur candidates who were sent invitations in March 2020. During March, a total of 9 people submitted a letter of intent for the business plan, and no candidate received an invitation letter, mainly due to the epidemic situation, and the government provided limited services, which caused this situation. In March, a total of 5 people completed the application process after the invitation and submitted complete documents to the USCIS for review. In the first quarter, the data summarized that there were 33 people submitting letters of intent for the business plan, and 16 people had formally submitted complete applicants.

Therefore, the Immigration Department requires that entrepreneur immigration applicants who have successfully obtained a work visa do not choose to start business at Prince Island at this time until the Immigration Department has the latest guidelines.

The invitation draw originally scheduled for April 16 was also suspended due to the epidemic situation. The USCIS will only open on a limited basis, will continue to process accumulated cases, and will continue to accept documents submitted by previously invited business applicants, which can only be passed Make an appointment to complete. Ontario entrepreneur immigration OINP

Ontario is the largest province in Canada. There is no suspense. The province is also one of the most important provinces affected by the epidemic. Ontario extended the emergency order to May 6. Further check whether all places that are not providing necessary services are closed according to regulations. Moreover, all provincial residents are required to maintain a personal distance of more than 2 meters, and entertainment facilities such as parks are fully closed.

In view of the epidemic situation, immigrants from Canada and the United States do not recommend applicants to come to Ontario for business investigation. If you have already run a business in accordance with the requirements of the Ontario government, but cannot operate because of the epidemic, you can send an email to the Ontario Department of Immigration. On April 22, the Ontario Department of Immigration announced the latest round of Ontario entrepreneurial immigration draws. This time a total of 26 invitation letters were issued. (2) Federal EE

2020/5/8/944459486641210.jpg

The Federal EE (excluding PNP invitations) score began to decline in mid-March. The last invitation was on April 30, and the score fell to 452, the lowest in the year. Moreover, since the epidemic in March, invitations have become more frequent than ever, and invitations have been issued for two consecutive weeks in early and mid-April. However, the last four invitations were for Canadian experience CEC immigration applicants.

The following is the invitation from January 2020 to the present (excluding PNP invitations). You can see that the lowest score is 452 on April 30 and the highest score is 473 on January 8.

2020/5/8/949402254488611.png

The above chart shows that in addition to the decline in the minimum invitation score, the Federal issued a total of three EE invitations in April. It can be seen that the Canadian experience-based CEC immigration applicants have to say that it is a good opportunity under the epidemic.

In addition, starting from March 19th, the EE Fast Track also issued special invitations for PNP candidates. As of April 29th, a total of four invitations were issued. The total number of invitations was 1,313. The lowest invitation score appeared on April 29th. 692 points.

Provincial nominations in Ontario seem to have no effect. From March to April, the Ontario Provincial Nomination (OINP) held the following invitations:

Ontario EE-French-Speaking Skilled Worker Stream

Ontario's Express Entry French-Speaking Skilled Worker sent an invitation on April 30 with a minimum score of 432 points. The number of invitees was 307.

Ontario Employer Job Offer: International Student and Foreign Worker Streams

On March 3rd, ONIP's Ontario Employer Guarantee-International Students and Overseas Mechanics categories were open to accept applications. A total of 1322 applications were received.

On the same day, the Ontario Department of Immigration suddenly announced the reopening of its employer-sponsored immigration, the International Student category, which closed on April 26, 2019, about 10 months apart. The official website subsequently issued news, announcing that employer-sponsored immigration – the Foreign Worker category and the International Student category are accepting applications, but they closed again in less than ten minutes after opening, and the competition was fierce.

It can be seen from the above table that in the four months of the 2020 opening year, Alberta EE skilled immigrants made a total of 8 invitations, all of which were generated from federal EE candidates. The scores are hovering in the range of more than 300 points, and there are 300 points for four consecutive times. The number of invitations per round is also between 100-200. In the latest round, 200 people were invited.

There are 3 different categories under this pathway:

Skilled Workers Overseas stream

International students (International Education stream)

In the Skilled Workers in Manitoba category, since February 27th, the invitation score has dropped overall, and the last five invitations have all been at or below the 500-point mark.

The province generally sends out two to three invitations per month, and the number of invitations for Skilled Workers in Manitoba stream has been reduced to 93.

(4) Spouse sponsorship

In an epidemic situation, the spouse sponsorship accepts the application as usual, but the applicant may now be unable to complete some steps: submit a passport or supporting documents, such as no criminal proof; or complete immigration medical examination. Due to COVID-19, no documents are submitted before the deadline, which will not affect the application. IRCC will automatically extend the deadline to 90 days.

2020/5/8/9113906397499234.png

In addition, Service Canada temporarily stopped collecting biometric information until further notice. The period for collecting biometric information is extended to 90 days. When Service Canada resumes normal operations, you will have to reschedule appointments and enroll fingerprints.

Even if the applicant's biometrics instruction letter (BIL) states that this step must be completed within 30 days, the USCIS will automatically extend it to 90 days. Applicants do not need a new BIL to make an appointment and submit biometric information.

(5) Parent/grandparent sponsorship

IRCC on March 27, saying that the parents / grandparents guarantee immigration will be postponed in 2020. Because of the development of the epidemic, the government's work is now focused on controlling the epidemic, so the opening time of the project will be delayed. The government reiterated that the government is still committed to family reunion, so it will restart the application as soon as possible. The delay will not affect the processing of existing parent-sponsored immigration applications.

2020/5/8/911280949137333.png

In addition, in response to the epidemic, the Canadian government launched the emergency assistance fund CERB, but some applicants who apply for family reunion worry whether the receipt of CERB will affect their eligibility as a sponsor or a sponsor. The Canadian Immigration Bureau IRCC issued a message on the official website to clarify everyone's doubts.

As long as the applicant meets all the requirements, if CERB is obtained, the applicant is still eligible for guarantee. CERB will not be considered social assistance. Receiving the CERB will not disqualify the applicant as a sponsored spouse, parent or grandparent.

If the applicant receives these EI or CERB within the guarantee period, it will not cause the guarantor to default. However, if the applicant receives social assistance during the guarantee period, it will result in a breach of contract and they must repay this amount.

In summary, applying for and receiving the CERB emergency relief fund launched by the government for the epidemic will not affect the qualifications of the sponsor or sponsor of the sponsored immigrant.
