It has been nearly three months since the epidemic began to spread in Canada in early March. What changes have been made to the policy for international students immigrating to Canada during this period? ECanadaSchool summarized and summarized them for the reference of foreign students.

(1) Federal EE

(2) Provincial and provincial nominations of skilled immigrant PNP, including:

Ontario, Alberta, Saskatchewan, Manitoba, BC provinces

(1) Federal EE

Starting from March 19, 2020, EE has started to invite by categories, only PNP applicants with provincial nomination certificates, and CEC applicants with Canadian experience. And the score has dropped again and again. As of the latest EE invitation on May 28th yesterday, the federal EE fast track invitation score has been reduced to the lowest score of 440 this year, and it is only for Canadian graduate applicants with Canadian work experience , A total of 3515 people were invited

In addition, on May 27 the day before yesterday, Express Entry also issued an invitation specifically for the provincial nomination of EE-PNP, with a minimum score of 757 points, a total of 385 people were invited. The official website screenshot is as follows:

We look at the invitation of EE in May. On May 13, Express Entry issued an invitation specifically for the provincial nomination of PNP, with a minimum score of 718 points, and a total of 529 people were invited.

On May 14th, the Express Entry fast track conducted the first invitation specifically for the Canadian experience category CEC in May. The minimum score drop was 447 points, and a total of 3371 people were invited.

The following is the invitation status of EE from January to May 2020:

EE Since the outbreak in March, there have been invitations for PNP or CEC applicants. In addition, as can be seen from the chart above, EE-PNP and EE-CEC rarely issued a total of three invitations in April.

Since March 23, the EE-CEC invitation score has been declining. In May, EE-CEC fell below 450 points, and today's invitation fell further to 440. Under the influence of the epidemic, the score may be further reduced.

The following is a chart of EE-CEC's invitation scores from March to the present:

The minimum invitation score for EE-PNP appeared on April 29, and the CRS score was 692. The invitation score on May 13 rose back by 26 points to more than 700 points. On May 27th yesterday, the score jumped to 757 points.

The following is a chart of EE-PNP's invitation scores from March to the present:

In 2019, the overall EE invitation score continues to rise, and there is no distinction for PNP or CEC applicants. The chart below shows the scores of EE invitations from January 9 to December 19, 2019.

It can be seen that since the minimum invitation score of 439 points appeared on January 30, 2019, the minimum invitation score so far has been above 450 points. Among the five invitations, the lowest scores on May 29, October 30, November 13, November 27, and December 11 were all 470 points or above.

We have also summarized in the previous article that the continued decline in the EE invitation score is mainly due to the epidemic, which can be described as a blessing due to disaster. Due to the epidemic, Canada has restricted all non-essential travel, so at the same time no longer invite overseas applicants. And even for PNP and CEC applicants, there are fewer and fewer applicants with high scores in the pool. This is because all the language test centers are closed during the epidemic, and many applicants can no longer update their IELTS scores. Another reason is that during the epidemic, many people (such as restaurants, schools, car dealers, etc.) lost their jobs, so there is no way to continue to accumulate Canadian work experience.

(2) Provincial nominations for skilled immigrants PN

1. Ontario

The epidemic does not seem to affect the provincial nomination of Ontario. From March to May, the Ontario Provincial Nomination (OINP) continued to hold the following invitations:

Ontario EE-Human Capital Priorities stream (HCP)

On May 13, 2020, the Ontario Provincial Nominee Program (OINP) issued 703 invitations to candidates with Canada Experience Class (CEC). After the candidate accepts the invitation, the applicant can obtain the Ontario Provincial Nomination Certificate through the "Human Capital Priority Category (HCP)" channel to obtain an additional 600 points.

The invited person has an EE pool score between 421 and 451 and has the following NOC career experience:

0213 Computer and Information System Manager

2147 computer engineers

2172 Database analysts and data administrators

2173 Software engineers and designers

2174 Computer programmers and interactive media developers

2175 Web designers and developers

From the beginning of the year to the present in 2020, the Ontario HCP category has been invited three times, the first two were in January and February, but the invitation scores were both high, around 470 points. Since the spread of the epidemic in March, the only invitation was on May 13 this time, and the invitation score was significantly lower, falling to 421-451.

Ontario EE-French-Speaking Skilled Worker Stream

Ontario's Express Entry French-Speaking Skilled Worker sent an invitation on April 30 with a minimum score of 432 points. The number of invitees was 307.

From the beginning of the year to the present in 2020, the French category of Ontario has been invited twice. The first time was in January. The number of invitations was 242. The number of invitations increased significantly this time to 307.

Ontario EE-Skilled Trades Stream

Ontario invited EE-skilled immigrants from Ontario on April 29, this time exclusively for designated positions under skilled immigrants. The number of people invited is 190.

Artisan immigration originally included all categories under NOC 633, 72, 73 and 82, but this time you are invited to see jobs that were popular in the past, such as bakers (NOC 6332), car mechanics (NOC7321) are excluded Invitation list.

From 2020 until the beginning of the year, Ontario ’s skilled worker immigration category is the only one invited.

Ontario Employer Guarantee-Category of International Students and Overseas Workers Employer Job Offer: International Student and Foreign Worker Streams

On March 3rd, ONIP's Ontario Employer Guarantee-International Students and Overseas Mechanics categories were open to accept applications. A total of 1322 applications were received.

On the same day, the Ontario Department of Immigration suddenly announced the reopening of its employer-sponsored immigration, the International Student category, which closed on April 26, 2019, about 10 months apart. The official website subsequently issued news, announcing that employer-sponsored immigration – the Foreign Worker category and the International Student category are accepting applications, but they closed again in less than ten minutes after opening, and the competition was fierce.

2. Alberta Province

During the epidemic from March to May, Alberta EE skilled immigrants conducted six rounds of invitations. The selected applicants were all candidates from the federal EE who have entered the pool, and the invitation score was only more than 300 points.

2020/5/31/143212141761710713.png

As can be seen from the above table, in the five months of the 2020 year, Alberta EE skilled immigrants made a total of 10 invitations, all of which were generated from federal EE candidates. From the 108 invitations, the invitation score They are hovering in the range of more than 300 points, and there are four consecutive 300 points. The number of invitations per round is also between 100-200. In the latest round of the outbreak, 200 people were invited and the minimum invitation score was once again as low as 300 points.

3. Saskatchewan

The Saskatchewan Provincial Nomination (SNIP) has held 10 invitations so far this year for candidates in the two categories of Express Entry and Occupation In-Demand.

After the COVID-19 travel restrictions came into effect, the province only held two invitations on March 26 and May 28, only for on-demand career candidates. The most recent invitation on May 28 was from 44 occupations. 252 people applied for nomination, and the minimum score for invitations in both categories was 78 points. Compared with 205 people from 71 occupations invited on March 26, 78 points is the highest score this year.

For the five months from 2020 to the present, Saskatchewan EE and immigrant occupationally immigrants usually invite twice a month. However, since the COVID-19 pandemic, there have only been two invitations on March 26 and just May 28.

4. Manitoba

Since the implementation of the COVID-19 travel restrictions on March 18, the Manitoba Provincial Nominee Program (MPNP) has held 5 draws. Among them, the Skilled Workers in Manitoba category favored by international students recently sent an invitation on May 21, with a minimum score of 485 points.

The province usually sends out invitations two to three times a month, and there is no reduction in the outbreak.

5. BC

The BC Provincial Nomination Program (BCPNP) continues to hold regular invitations to invite skilled workers and international student immigration candidates from the province. Moreover, the BCPNP Tech Pilot, which is held about once a week, continues as usual in the outbreak.

The BC Immigration Department issued an invitation to Tech Pilot's technology priority category on May 26, with a minimum score of 80 points, a record low, and 133 people were invited.

Prior to the invitation to the BC Tech Pilot project, the minimum score was 85 points or above. For example, in the two invitations issued on April 21 and 29, the minimum score was 85 points.

BC Tech Pilot ’s career list is very broad, with as many as 29

In summary, the federal and provincial immigration policies during the epidemic have sent positive signals to students studying abroad. The Canadian immigration minister Marco Mendicino recently continued to emphasize that Canada will continue to absorb new immigrants. He said, "Immigration is basically people uniting together to build a stronger country. This is the lasting value I firmly believe in. I believe that the Canadian people also have this belief. After the COVID-19 epidemic, we will still firmly believe in this."

As can be seen from the remarks of the Minister of Immigration and the current trend of active invitations to transfer students from abroad, it is indeed a good time for international students to apply for immigration.
