On July 11, 2019, the Ontario Immigration Department announced the use of the existing Human Capital Priorities Stream to provide a technical draw (Tech Draw) for federal Express Entry candidates with six technology-related professional work experience. On July 12th, the Ontario Immigration Department had already drawn lots.



The lottery score was 439-459, and a total of 1,623 candidates were invited.


Through this targeted lottery, Ontario hopes to help companies in the province's technology sector to more easily recruit top-notch technical talent from around the world.


Candidates need to meet the following basic requirements:


1)Meet the requirements of the Ontario Human Capital Priorities Stream);

2)Work experience with the following six national occupational classifications (NOC):

  • Software engineers and designers (NOC 2173)

  • Computer programmers and interactive media developers (NOC 2174)

  • Computer engineers (NOC 2147)

  • Web designers and developers (NOC 2175)

  • Database analysts and data administrators (NOC 2172)

  • Computer and information systems managers (NOC 0213)

Human capital priority category requirements:


Human Capital Priorities (HCP): 

The prerequisites for applying for this category are:


1. A valid file has been created in the EE pool


2. Meet the Federal Skilled Migration Category FSW or Canadian Experience Category CEC Requirements


3. EE is intended to immigrate to Ontario or any province or autonomous region


4. Receive Ontario Notice of Interest in the IRCC online account


The applicant's requirements are as follows:


Work experience: If you are a federal skilled immigrant, you must have 1 year of continuous work experience in the past 5 years; if you are an experienced immigrant, you must have 1 year of Canadian work experience in the past 3 years;


Education: Bachelor degree (not necessarily an undergraduate degree in Ontario, other provinces or overseas qualifications are also possible, but to be certified);


Language: CLB 7 (English or French), if English is equivalent to IELTS (Class G) 6 points (each item);


Funding: There is a certain amount of money to settle (about 13,000 Canadian dollars);


Intention: to live in Ontario as an intention;

Upon receipt of the invitation from the Immigration Department, the applicant has 45 days to prepare and submit a full set of documents.


The project is expected to be processed (provincial nomination): 1-2 months;


Federal part processing time (EE channel): 4-6 months;


Ontario is currently facing a shortage of skilled workers. To ensure that this initiative meets the needs of Ontario employers, the Ontario Immigration Service engages with stakeholders across the province through surveys and face-to-face consultations. Employers provide feedback on their current workforce needs and actual recruitment.


Ontario has adopted flexible measures to deal with the shortage of labor in the province. On May 31 of this year, Ontario once directed invitations for 10 designated occupations.
