Polestar Research, which studies student immigration, released a news report in early September. According to data provided by the IRCC, the visa refusal rate for student visa applicants enrolled in undergraduate degrees in Canada from January to May was 53%. The overall refusal rate for the first five months of this year, including student visa applicants for primary, secondary, tertiary and language courses, was 39%.


In 2014, only 20% of applicants enrolled in undergraduate degrees were denied student visas, compared with 37% in 2018 and 53% in the first five months of 2019. The refusal rate was the highest among the student categories. Applicants who plan to enroll in the CEGEP program have a refusal rate of 46% in the first five months of 2019 and a second refusal rate.


The refusal rates for the first five months of 2019 for other student categories were: doctoral programs (11%), high schools (20%), primary schools (20%), master programs (31%), and ESL/FSL language programs (31%).

Reasons for refusal include: Students may be suspected of not returning to their home country after graduation, students do not have sufficient funds to pay tuition and living expenses during their stay in Canada, students pose a health or safety threat to Canada, students' learning plans are unreasonable, or applications are incomplete or not Accurate, there is evidence of fraud in the application.


In 2014, 28% of applications for admission were generally rejected. In 2018, the overall refusal rate rose to 34%.

International students wishing to study in Canada must obtain a letter of acceptance from the designated learning institution and submit other relevant documents when applying for the study. In addition, most students also require a temporary resident visa or electronic travel authorization to enter Canada.
