To protect Canadians from the outbreak of COVID 19, the Prime Minister announced travel restrictions that will limit travel to Canada. Until further notice, most people cannot travel to Canada, even if they have a valid visitor visa or electronic travel authorization (eTA).

These restrictions stop all non-essential travel to Canada by foreign nationals, but there are some exemptions. Some people may still be able to travel to Canada by air if they’re exempt from the travel restrictions and are coming for an essential purpose.

Who can enter Canada

You can travel to and may be permitted to enter Canada if you’re a

·         Canadian citizen

·         Canadian permanent resident

·         person registered under Canada’s Indian Act

·         protected person

·         United States (US) citizen or foreign national travelling from the US for an essential reason and have been in the US, Canada or both for at least 14 days before the day you enter Canada

The following people may travel to Canada for an essential purpose:

·         temporary foreign workers

·         some international students

·         some approved permanent residents

·         immediate family members of a Canadian citizen or Canadian permanent resident (see below for more information)

·         immediate family members with written authorization from the Government of Canada to reunite with a non-Canadian citizen or permanent resident living in Canada (see below for more information)

·         transiting passengers (must remain in a Canadian airport to complete their connection)

·         members of the Canadian forces, visiting forces, Department of National Defence and their immediate family members

·         accredited diplomats and immediate family members (includes North Atlantic Treaty Organization [NATO], those under the United Nations Headquarters Agreement, other organizations)

·         air and marine crew members

·         French citizens who live in Saint-Pierre and Miquelon and have been in only Canada, the US or Saint-Pierre and Miquelon during the 14 days before the day they seek to enter Canada

·         any person who does not pose a significant harm to public health, in the opinion of the Chief Public Health Officer of Canada, and who will provide an essential service while in Canada

·         any person whose presence in Canada is in the national interest, in the opinion of the Minister of Immigration, Refugees and Citizenship; Public Safety and Emergency Preparedness; or Foreign Affairs

·         any person who is coming at the invitation of the Minister of Health for the purpose of COVID-19 assistance

·         any person whose purpose is to make medical deliveries

To board your flight to Canada, you must

·         have your health checked by airline officials to confirm that you don’t have symptoms of COVID‑19, including a fever, a cough and difficulty breathing

·         Anyone showing symptoms will not be allowed to board.

·         tell the airline that you’re exempt from the travel restrictions

·         show that you’re travelling to Canada for an essential reason and not for reasons that are optional or non-essential, such as tourism, recreation or entertainment

·         present proof to show that you’re an immediate family member of a Canadian citizen or Canadian permanent resident

·         make sure you have a valid travel document (visitor visa or eTA) and a valid passport to fly to Canada

 

Documents to use as proof that you’re an immediate family member

You must have 2 types of documents:

·         one that shows your immediate family member’s status as a Canadian citizen or permanent resident

·         one that shows your relationship to that family member

 

Documents that show your immediate family member’s Canadian citizenship or permanent resident status include

·         a Canadian passport

·         proof of Canadian citizenship, such as a citizenship certificate, citizenship card or provincial or territorial birth certificate

·         a Canadian permanent resident card

·         a Canadian permanent resident travel document

·         a visa-exempt foreign passport with an IRCC Special Authorization for Canadian Citizens

 

Documents that show your relationship to that family member include

·         a marriage or common-law status certificate

·         a birth certificate

·         Confirmation of Permanent Residence (COPR) for the family class (the COPR category under Application Details will be FC) or under the One‑Year Window of Opportunity Program (coded OYW under Special Program)

·         other documents that show an immediate family connection (for example, correspondence from us showing a spousal sponsorship application in progress or documents that show a shared home address)

Note: Paper and electronic copies of the documents above are accepted.

Immigration applicants 

 

If we already approved your permanent resident application

Permanent residence applications approved on or before March 18, 2020

If your application was approved on or before March 18, 2020, but you haven’t travelled to Canada yet, you’re exempt from the travel restriction measures.

Landing appointments will be held by telephone, if possible

We cancelled all in-person permanent resident landing appointments until April 13, 2020. All landing appointments will be done by telephone whenever possible. Otherwise, we’ll reschedule them for later.

We’ll contact you by email to let you know when your phone appointment will be. Use the Web form if you need to update your contact information.

Approved permanent resident applicants with expired or expiring documents

If we already approved your permanent resident application but you can't travel to Canada before your documents expire, use the Web form to tell us why you can’t travel.

Once it’s possible for you to travel, use the Web form to let us know so we can tell you what to do next.

 

Permanent residence applications that we’re still processing

Some steps you may not be able to complete right now include

·         submitting your passport or supporting documents, such as a police certificate

·         completing an immigration medical exam

No application in progress will be closed or refused because of documents missing due to COVID-19. We’ll automatically give you 90 days to complete these steps. Once you’re able to, complete the steps as soon as possible to avoid delays.

 

Biometrics deadline extended to 90 days

Even though your biometrics instruction letter (BIL) says you must complete this step in 30 days, we’ll automatically give you 90 days. You won’t need a new BIL.

Biometrics at Service Canada locations

To keep everyone safe, Service Canada has temporarily stopped collecting biometrics until further notice.

All biometrics appointments have been cancelled.

You’ll have to reschedule your biometrics appointment when Service Canada locations return to normal operations.

If you can’t give your biometrics at a Service Canada location, don’t go to another location like

·         a Canadian port of entry

·         an Application Support Centre in the United States or

·         a visa application centre

 

Will I be allowed to re-enter Canada if I’m a permanent resident?


Yes. If you’re a landed permanent resident and have no symptoms of COVID-19, you’re allowed to travel to Canada. You must isolate for 14 days when you arrive even if you have no symptoms. This is mandatory.

If you are showing symptoms of COVID-19 you will not be allowed to enter Canada by air. You can still enter at a land border and must isolate for 14 days when you arrive. This is mandatory.

Make sure you have a valid permanent resident card or a permanent resident travel document when you travel.

 

If you haven’t landed yet

If we approved your permanent residence application before March 18, 2020, but you haven’t landed yet, you’re also exempt from the travel restrictions and allowed to come to Canada. You must isolate for 14 days when you arrive even if you have no symptoms. This is mandatory.

Find out what to do for your landing appointment or if you have a confirmation of permanent residence (COPR) that’s about to expire.

Are my family members allowed to come to Canada?

As a permanent resident, your immediate family members are exempt from the travel restrictions and allowed to come to Canada.

Your immediate family members must show that they’re coming to Canada for essential reasons and not reasons that are optional or discretionary, such as tourism, recreation or entertainment.

Everyone who comes to Canada must follow the 14-day isolation measure when they arrive.

Can I still get settlement services?

Yes, but only critical resettlement and settlement services. These include

·         income support and basic services, if you’re a government-assisted refugee

·         setting up medical appointments and helping with interpretation, if you need it

·         crisis counselling

Non-critical services may be provided by some organizations by telephone, email or online.

 

Citizenship applicants

 

All citizenship events are cancelled

We’ve cancelled all citizenship events across Canada until April 13, 2020, to keep everyone safe. This includes

·         citizenship ceremonies

·         citizenship tests and retests

·         hearings (including videoconference hearings)

·         interviews

·         citizenship events in our temporary offices (itinerant service trips)

Check the information letter or email we sent you about the events being cancelled.

We’ll send you a new date and time in the coming weeks.

 

Processing your citizenship application

There may be delays to the processing time.

Submitting your application documents

If we request documents for your application (including medical opinion forms), you have an extra 90 days from the deadline in our request letter to submit them.

This extension applies to all citizenship applications, including

·         Canadian citizenship for

·         adults

·         minors (under 18)

·         Canadian Armed Forces members

·         adopted child from abroad

·         resuming Canadian citizenship

·         giving up Canadian citizenship (renunciation)

·         applying for a Canadian citizenship certificate (proof of citizenship)

·         applying for a search of citizenship records

Visitors, foreign workers and students

 

Restrictions and exemptions for travellers to Canada

Visitors

Until further notice, you can’t travel to Canada even if you have a valid visitor visa or electronic travel authorization (eTA). You may still be able to travel to Canada by air if you’re a

·         person registered under Canada’s Indian Act

·         protected person

·         foreign national travelling at the invitation of the Canadian government for a purpose related to the containment of COVID-19

·         immediate family member of a Canadian citizen

·         You must show that you’re coming to Canada for essential reasons and not reasons that are optional or discretionary, such as tourism, recreation or entertainment.

·         immediate family member of a Canadian permanent resident

·         You must show that you’re coming to Canada for essential reasons and not reasons that are optional or discretionary, such as tourism, recreation or entertainment.

·         a person who is authorized, in writing, by a designated immigration officer or consular officer of the Government of Canada to enter Canada for the purpose of reuniting immediate family members

·         a person who is authorized, in writing, by an officer designated under subsection 6(1) of the Immigration and Refugee Protection Act for the purpose of reuniting immediate family members

·         transiting passenger, as long as you stay in a Canadian airport to complete your connection

·         member of the Canadian military, visiting forces or their family member

·         accredited diplomat or family member (includes North Atlantic Treaty Organization [NATO], those under the United Nations Headquarters Agreement, other organizations)

·         air or marine crew member

·         French citizen who lives in Saint-Pierre-et-Miquelon who has only been in Canada, the US or Saint-Pierre-et-Miquelon in the 14 days before the day you seek to enter Canada

·         foreign national travelling from the US to Canada who has only been in the US or Canada in the past 14 days and coming for essential purposes

Only people who provide essential services and truck drivers who regularly cross the border to maintain the flow of goods are exempt from the isolation requirements

If you’re already in Canada and hold a valid visa or eTA, you can stay here.

 

International students

If you’re an international student who has a valid study permit or were approved for a study permit on or before March 18, 2020, you are exempt from the travel restrictions.

If you’re travelling by air, you need to pass a health check conducted by airlines before you’re allowed to board your flight. Anyone who shows symptoms of COVID-19 will not be allowed to enter Canada by air.

When you arrive in Canada we’ll assess your health before you leave the port of entry. You must isolate for 14 days even if you have no symptoms. This is mandatory.

If your in-class courses are being moved to an online-only format because of COVID-19, your eligibility for the Post-Graduation Work Permit (PGWP) Program won’t be affected.

 

Temporary foreign workers

All temporary foreign workers are exempt from travel restrictions and can travel to Canada by air or land.

If you’re travelling by air, you need to pass a health check conducted by airlines before you’re allowed to board your flight. Anyone who shows symptoms of COVID-19 will not be allowed to enter Canada by air.

When you arrive in Canada we’ll assess your health before you leave the port of entry. You must isolate for 14 days even if you have no symptoms. This is mandatory.

 

Visitors, international students or temporary foreign workers in Canada

If your visitor, study or work status hasn’t expired

You can apply online to extend your stay in Canada.

If you’re a visitor, you can apply for a visitor record to extend your stay in Canada.

If you’re a worker or student, you have 2 options:

If you’re no longer working or studying, you can

apply to change your status to visitor, as long as your study or work permit has not expired

If you want to continue working or studying, you may be able to extend your work permit or study permit if you’re eligible.

When you apply, make sure you include a note explaining why you need to extend your stay in Canada.

If your visitor, study or work status has expired

If it’s been less than 90 days since your status expired

You can apply to restore your status.

When you apply, make sure to:

Select Restore my status under section 3 at the top of the form.

Include a note explaining the reason you need to extend your stay.

Include the restoration fee.

If it has been more than 90 days since your status expired

You may be eligible to apply for a temporary resident permit and remain in Canada with legal status.
