With the current travel restrictions in place, most foreign nationals are prevented from entering Canada, with some exemptions.


With these restrictions, Canada is suspending processing of non-essential visitor visa applications. This allows Immigration, Refugees and Citizenship Canada (IRCC) to focus resources on critical services. This suspension also applies to some electronic travel authorization (eTA) applications.


Processing of visa and eTA applications for those who qualify for an exemption to the travel restrictions will continue. This includes all temporary foreign worker applications, with a particular focus on essential services, such as those in medical fields and food supply chains.

These restrictions stop all non-essential travel to Canada by foreign nationals, but there are some exemptions. Some people may still be able to travel to Canada by air if they’re exempt from the travel restrictions and are coming for an essential purpose.

 

Who can enter Canada

You can travel to and may be permitted to enter Canada if you’re a

·         Canadian citizen

·         Canadian permanent resident

·         person registered under Canada’s Indian Act

·         protected person

·         United States (US) citizen or foreign national travelling from the US for an essential reason and have been in the US, Canada or both for at least 14 days before the day you enter Canada

There are some exemptions to the 14‑day rule, for example, those whose work is essential for the movement of goods and people.

·         foreign national who is exempt from the travel restrictions (see Exemptions to the travel restrictions for more information)

·         Exemptions to the travel restrictions

·         The following people may travel to Canada for an essential purpose:

·         temporary foreign workers

·         some international students

·         some approved permanent residents

·         immediate family members of a Canadian citizen or Canadian permanent resident (see below for more information)

·         immediate family members with written authorization from the Government of Canada to reunite with a non-Canadian citizen or permanent resident living in Canada (see below for more information)

·         transiting passengers (must remain in a Canadian airport to complete their connection)

·         members of the Canadian forces, visiting forces, Department of National Defence and their immediate family members

·         accredited diplomats and immediate family members (includes North Atlantic Treaty Organization [NATO], those under the United Nations Headquarters Agreement, other organizations)

·         air and marine crew members

·         French citizens who live in Saint-Pierre and Miquelon and have been in only Canada, the US or Saint-Pierre and Miquelon during the 14 days before the day they seek to enter Canada

·         any person who does not pose a significant harm to public health, in the opinion of the Chief Public Health Officer of Canada, and who will provide an essential service while in Canada

·         any person whose presence in Canada is in the national interest, in the opinion of the Minister of Immigration, Refugees and Citizenship; Public Safety and Emergency Preparedness; or Foreign Affairs

·         any person who is coming at the invitation of the Minister of Health for the purpose of COVID-19 assistance

·         any person whose purpose is to make medical deliveries

 

An immediate family member is defined as a

·         spouse or common-law partner

·         dependent child

·         dependent child of a dependent child

·         parent or step-parent

·         guardian or tutor

·         Immediate family members of Canadian citizens and permanent residents

 

The processing of study permits for students will continue in anticipation of the fall study term. IRCC will continue to process applications to the extent possible. Study permit applications require biometrics, and many visa application centres that normally provide this service are closed. As a special measure, due to COVID-19, applicants are now being given 90 days instead of the standard 30 days to give biometrics. It should be noted that only students with a study permit issued before March 18, 2020, can currently travel to Canada.

Workers, students and visitors (who qualify for an exemption to travel restrictions) must apply online.

 

Visitors


Until further notice, you can’t travel to Canada even if you have a valid visitor visa or electronic travel authorization (eTA). You may still be able to travel to Canada by air if you’re a

·         person registered under Canada’s Indian Act

·         protected person

·         foreign national travelling at the invitation of the Canadian government for a purpose related to the containment of COVID-19

·         immediate family member of a Canadian citizen

·         You must show that you’re coming to Canada for essential reasons and not reasons that are optional or discretionary, such as tourism, recreation or entertainment.

·         immediate family member of a Canadian permanent resident

·         You must show that you’re coming to Canada for essential reasons and not reasons that are optional or discretionary, such as tourism, recreation or entertainment.

·         a person who is authorized, in writing, by a designated immigration officer or consular officer of the Government of Canada to enter Canada for the purpose of reuniting immediate family members

·         a person who is authorized, in writing, by an officer designated under subsection 6(1) of the Immigration and Refugee Protection Act for the purpose of reuniting immediate family members

·         transiting passenger, as long as you stay in a Canadian airport to complete your connection

·         member of the Canadian military, visiting forces or their family member

·         accredited diplomat or family member (includes North Atlantic Treaty Organization [NATO], those under the United Nations Headquarters Agreement, other organizations)

·         air or marine crew member

·         French citizen who lives in Saint-Pierre-et-Miquelon who has only been in Canada, the US or Saint-Pierre-et-Miquelon in the 14 days before the day you seek to enter Canada

·         foreign national travelling from the US to Canada who has only been in the US or Canada in the past 14 days and coming for essential purposes

 

International students


If you’re an international student who has a valid study permit or were approved for a study permit on or before March 18, 2020, you are exempt from the travel restrictions.

 

Temporary foreign workers


All temporary foreign workers are exempt from travel restrictions and can travel to Canada by air or land.

 

Permanent residence applications continue to be processed. Only permanent residents who received approval before March 18, 2020, can currently travel to Canada.

 

If we already approved your permanent resident application

Permanent residence applications approved on or before March 18, 2020

If your application was approved on or before March 18, 2020, but you haven’t travelled to Canada yet, you’re exempt from the travel restriction measures.

Landing appointments will be held by telephone, if possible

We cancelled all in-person permanent resident landing appointments until April 13, 2020. All landing appointments will be done by telephone whenever possible. Otherwise, we’ll reschedule them for later.

Approved permanent resident applicants with expired or expiring documents

If we already approved your permanent resident application but you can't travel to Canada before your documents expire, use the Web form to tell us why you can’t travel.

Once it’s possible for you to travel, use the Web form to let us know so we can tell you what to do next.

 

Permanent residence applications that we’re still processing

Some steps you may not be able to complete right now include

·         submitting your passport or supporting documents, such as a police certificate

·         completing an immigration medical exam

No application in progress will be closed or refused because of documents missing due to COVID-19. We’ll automatically give you 90 days to complete these steps. Once you’re able to, complete the steps as soon as possible to avoid delays.

 

Canadian government official will assess your health before you leave the port of entry. You must isolate for 14 days even if you have no symptoms. This is mandatory. Details are as follow:

 

Mandatory isolation for travellers entering Canada


When you arrive in Canada by air or land, we’ll assess your health before you leave the port of entry.

You must isolate for 14 days, even if you have no symptoms. This is mandatory.

You must have a plan to isolate when you arrive in Canada. If you do not have a plan, you will need to delay travel until you have made one.

Only people who provide essential services, for example truck drivers who regularly cross the border to maintain the flow of goods, are exempt from the isolation requirements.

 

Biometrics deadline extended to 90 days


Even though your biometrics instruction letter (BIL) says you must complete this step in 30 days, we’ll automatically give you 90 days. You won’t need a new BIL.

Biometrics at Service Canada locations

To keep everyone safe, Service Canada has temporarily stopped collecting biometrics until further notice.

All biometrics appointments have been cancelled.

You’ll have to reschedule your biometrics appointment when Service Canada locations return to normal operations.

If you can’t give your biometrics at a Service Canada location, don’t go to another location like

·         a Canadian port of entry

·         an Application Support Centre in the United States or

·         a visa application centre
