Quebec students can complete their studies according to the old example
On October 30, Quebec announced the revision of the PEQ, which attracted a great response from local students. On October 30 last week, the Quebec government revised the application requirements of two groups of immigration applicants for PEQ: Quebec graduates and Quebec temporary foreign workers. Some changes will be made Effective November 1, 2019, other changes will begin on January 1, 2020.
The new measures introduced on October 30, 2019 limit the application qualifications to only those graduates who have obtained a degree or diploma in the Quebec recognized training field, as well as temporary foreign workers employed in specific occupations.
PEQ-Quebec graduate
PEQ, effective November 1, 2019, accepts graduates with the following academic qualifications:
· Bachelor degree (University degree)
· master's degree
· Doctorate
· University Studies Diploma-Technology
· Continuously obtained vocational diploma, no matter whether it is certified by vocational professional, at least 900 hours of study
· At least 900 hours of professional expertise
· At least 900 hours of study at a post-secondary college

Applicants must also complete at least 900 hours of full-time study in Quebec. If their certificate or diploma proves more than 1,800 hours of study, they must live in Quebec for at least half of the course time.Finally, for 900 courses of less than 1800 hours, applicants must have 6 months of full-time work experience in Quebec. These work experiences are acquired after the course is completed and related to the course.

Temporary foreign worker in Quebec
As of November 1, 2019, the occupation of temporary foreign workers needs to meet a specific category of NOC. See the following documents (in French) for the list of occupations:

Among them, people who belong to NOC 0, A or B occupations must have 12 months of Quebec work experience within 24 months before submitting the application.
Persons who belong to the NOC C or D profession must have 18 months of Quebec work experience in the province within 24 months before submitting the application.

Temp worker
In addition, the occupation must not be: salary loans, check cashing or pawn brokering, or related to the production, distribution, and sales of pornographic products or services; nor can it be in the form of self-employment or company control by the applicant.
As of January 1, 2020, changes to the French language requirements will also affect these two groups of PEQ applicants. In order to prove their French level, applicants can choose from the following three options:
· Conduct tests; or
· Meet the standards set by professional order; or
· Complete at least three years of full-time French study at or after middle school.
The spouse must also prove that he has high-level knowledge of French conversation (level 7or 8 on the Échelle québécoise des niveaux de compétences en français despersonnes immigrantes adultes).

About studying the democratic values and Quebec values expressed in the Quebec Charter of Human Rights and Freedoms
From January 1, 2020, new selection conditions related to the study of democratic values and Quebec values in the Quebec Charter of Human Rights and Freedoms will take effect to promote better integration of immigrants into Quebec society. It applies to all economic immigration plans, namely PEQ, PRTQ, self-employed worker plan, entrepreneur plan and investor plan.
This new condition will apply to the main applicant, his spouse (over 16 years old) and dependent children over 18 years old. However, it does not apply to foreign nationals with medical conditions who cannot obtain certification.
